日本の税の三原則「公平・中立・簡素」のうち、「個人や企業の経済活動における選択を歪めない」とする中立の原則が侵されつつある。 2018年度税制改正大綱では一部法人税が軽減された一方、高所得の会社員などを対象とする個人所得増税が盛り込まれた。この増税は所得控除の削減で行われ、所得に対する比率は大きくはない。 高所得者への増税は、能力に応じて負担する「公平」原則にはのっとる。日本は所得税の最高税率や累進性が突出して高いため、諸外国に比べて所得格差は依然小さく、政治が安定しているとも言える。また、増税額は900億円程度と消費へのマクロ的な影響も小さい。所得控除の削減は「簡素」化と説明される。 では、何が問題か。高所得者向けの実質増税は、税率の引き上げも含め、12年の安倍政権発足以来ほぼ毎年行われている。国内での人材不足・多様化に対応するため、海外の高度人材の獲得・活用が不可欠であるにもかかわらず、言語に加えて高い所得税負担が大きな障害だ。 東京都が描く国際金融都市構想も、所得税率が圧倒的に低い香港・シンガポールを前にむなしく響き、こうした都市への邦人流出は続く。書店では不動産など事業所得を利用した節税術の指南書が並ぶ。副業による収入の多様化ともいえるが、相次ぐ所得増税が本来高い能力をもって稼げる人の本業への意欲をそいだ結果であればいかがか。 今般の所得税改革は働き方の多様化への対応とされるが、増税の必要はない。900億円の税収の使途も不明確だ。仮に明確化されるとして財源として考慮すべきは、依然低いとされる自営業者らの所得捕捉率の改善、中小企業の7割にも及ぶ税負担のない欠損企業への対応だ。公平・簡素の名を借りた個人所得増税は、中立原則から見て限界にきている。 (ピムコ アジア太平洋共同運用統括責任者 正直 知哉)
